Project description |

The follow-on project is a result of successful implementation of the ongoing project which has established the need for participatory development, acceleration of anti-poverty programs. The follow-on Project proposes to cover about 1191 to 1224 tanks located in 37 taluks of 8 districts in the state under five agro-climatic zones with an estimated command area of 53,000 ha. The project supports a broader and more holistic approach to tank development and management aimed at restoring community involvement and participation in land and water management. The follow-on project also aims to empower rural poor and help them use resources in a more sustainable manner. The tank system includes tank catchment, tank water spread area and its associated structures and tank command area. The physical intervention in the project in the catchment area would be limited to 1000m from the water spread area in the foreshore of the tank.
The follow-on project draws lessons from the ongoing project and addresses the issues that have influence/impact on the project by brining about changes in the project implementation and management. The project consists of three components: (a) establishing enabling environment for the sustainable, decentralized management of tank systems; (b) strengthening community-based institutions to assume responsibility for tank system development and management; and (c) undertaking tank system improvements consisting of: (i) improving the operational performance of selected tank systems through a menu of physical interventions identified and executed by local users, and (ii) facilitating technical training and on-farm demonstrations in water management, agriculture and horticulture development, fisheries, forestry, and fodder production to help ensure that improved water storage and efficiency is translated into increased household incomes. The key performance indicators of the follow-on project are: increase in area under irrigation, improved ground water recharge, increase in income and employment of households, mainly, the marginal/small farmers and landless labourers, creation of community based sustainable and self supporting village level institutions.
The follow-on project adopts institutional model focusing on creating and nurturing a General Body of Tank stakeholders - Tank Management Institution and a management body (Tank Users Committee) which are legalised institutional entities. These tank level institutions have all decision-making powers of planning, implementation and continued management and maintenance. The follow-on project provides for preparation of tanks-specific development and management plan called Integrated Tank Development Plans (ITDP). ITDPs prepared in a participatory manner by the TUGs, in partnership with PRIs, CFTs and Line Departments, will be based on assessment of problems and causes, sound technical analysis of the water resource system, social and environmental analysis, analysis of farming systems and alternatives, and a basic assessment of total water demand for all users in the system. At the tank level, the project adopts a detailed screening methodology to identify possible adverse impact or benefits arising out of project interventions to plan for mitigation or enhancement measures as prescribed by the safeguard policies.
Out of the 1191 to 1224 tanks, about 612 will have command areas between 20 and 40 ha with about 16147 ha, and 612 tanks will have command areas between 40 and 100 ha with about 36805 ha. The tank system improvement looks at tank storage capacity, rehabilitation of tanks’ physical structure, reducing siltation and improving water distribution and irrigation system. The project will have special attention for the inclusion of the vulnerable groups in the project activities. The ITDPs will incorporate components like Tribal Development Plans (TDP), Resettlement Action Plans (RAP) and Gender Mainstreaming Action.
The Project also aims to increase agricultural and horticulture production in the communities who are dependent on tank system. For the landless, the project offers opportunities for other income generation activities (IGAs) through fisheries, livestock, etc. There is also a unique opportunity for piloting new technologies suited to the general conditions found in tanks and its dependent communities.
