The JSYS project is conceived with an idea to implement the project with community participation.
In this regard the role of voluntary agencies is a key to the success of the project as they facilitate in building the capacity
of the community to implement the project. . Hence JSYS inducted 57 CFTs in two phases, 25 CFTs in 2002 batches, each CFT covering
40 tanks by the end of April / September 2007 on sole selection basis and 32 CFTs in 2004 batches each CFT covering 30 tanks by the
end of April / September 2008 on output payment basis. Initially the staff composition of the CFT consisted of two Social specialists,
two Engineers, one Agriculture/Environment specialist, one Accountant and one Documentist. During the year 2006, JSYS reviewed the
performance of NGO-CFT regarding inadequate manpower supervising large number of tanks to carry out quality implementation in
remaining period of the project and decided to strengthen the CFT performance by providing additional staff of two Social
specialists, Two Engineers and one Accountant. Currently 423 numbers of the key professionals and support staff are working
in CFTs.
Out of 25 CFTs in first batch, Five CFTs ( NIRDHA, PRAYOG, Pravardha, DPG and Vandana ) were terminated. Out of 32 CFTs in second batch,
Ten CFTs (Prerana, Sadana, Janakalyana, NIRDS-1, NIRDS-2, SKIRDS-1, SKIRDS-2, Krushi, Gem India and VVS ) were terminated.
The above CFT were terminated due to their unsatisfactory performance. These terminated CFTs were suitably replaced by NGO
(5 cft’s) and DFTs (10).
After assessing the first batch CFTs, it was found that the tanks civil works were pending for reasons such as work pressure,
unseasoned rain, staff turnover, elections, etc. Therefore two working seasons were considered essential to complete all the
pending tasks. Hence the extensions of services of Cluster Facilitation Teams till June 2008 on a case to case basis were taken up.
This will ensures uniform system and modalities of contract/performance assessment indicators.
